Probably not, because the paddles and driving controllers work differently. The paddle signals it's absolute position, but the driving control signals movement instead (it doesn't have a position).So I don't think a game written for one type would work with the other.

wow so old lolas simple as this isi prefer steering wheel controllers, they give you more of a feeling that your driving

Theres a Paddle controller for the PS1/PS2, as you got it for free with Puchi Charat. (and it was released in the West too!)
