These chips can be reprogrammed easily. If my grandmother was wandering around lost, I wouldn't want the authorities to think she was a schizophrenic. Also, the information on the chips can easily be read. Therefore, anyone wanting to break into an empty home need only to make a few checks to see how many people live at that residence, if it's just that one person then *bing* BnE time.
