This is commonly known as 'speed tape' in the aviation industry. Its usually used to cover something that could be damaged in flight from the force of air flowing over it. Its only allowed for temporary repairs until a final repair can be completed. Many times the tape is required to be reapplied over a damaged area every flight to ensure a fresh adhesion.

Koiramobana: Steven Hawkins can barely talk so I suppose you think he's a dummy. Einstein flunked math; yet he was excellent at math and physics. Thomas Edison once put oil in a locomotive steam engine boiler by accident; the passengers and train got covered in soot; so I suppose you think Thomas Edison couldn't be an engineer? Just because someone sucks at typing or spelling doesn't mean they can't be an engineer; though it makes it extremely hard.
