Being that this artist, Peter Gabriel, is the highest culture there is, and that you will ever know, it's beyond ironic you heard it from that show. He was the second opening act for Bowie's Serious Moonlight tour when I saw it. Outstanding show. Great opener to Bowie. The Tubes were the first act.

Actually, I heard this was a song about cocaine addiction, and the "monkey" is the subject's constant craving for the cocaine. To shock the monkey could either mean that he's refusing to feed it (hence, not taking the cocaine), or he's pleasing it by doing it. In the music video, he's also seen with tinfoil packets and smoky rooms, could be symbolism for that, but that's just my theory.
